The ASTM F1346-91 Standard for Saftey Covers for Pools and Spas includes specific performance tests and labeling requirements. Covers must be able to pass tests such as static load tests for weight support, perimeter deflection tests for entry or entrapment between the cover and the side of the spa, and surface drainage tests to see if a dangerous amount of rain could collect on the cover's surface. There are also requirements to include labeling in consumer information and on the cover itself. Labeling must contain the proper warnings (as described by the Standard) and identify the product as a safety cover.

Thermal Guardian premium spa covers equipped with 4 locking straps meet these guidelines and are compliant with building codes that require the spa cover meet the ASTM F1346-91 standard. EconoShield covers are not compliant with the standard at this time.

Contrary to popular belief, UL Listing is not necessary to comply with most building codes. The building regulations typically require the cover be in compliance with the ASTM specification, not be listed with Underwriters Laboratories Inc. (a for-profit testing firm).
